Abolition of Capital Duty, effective 01 June 2012
This circular is to announce that, with effect from 1 June 2012, the Companies 
Ordinance (Amendment of Eighth Schedule) Order 2012 (“the Order”) for the abolition of 
capital duty currently levied on local companies that have a share capital will come into 
operation. The Order was gazetted on 16 March 2012 (L.N. 39 of 2012).

​The Hong Kong Mortgage Corporation Limited ("HKMC") launched the SME Financing Guarantee Scheme ("Scheme") in January 2011.
The Scheme aims to help small and medium-sized enterprises and non-listed enterprises obtain loans from participating lenders such as banks for meeting their business needs so as to enhance their productivity and competitiveness in the rapidly changing business environment. Under the Scheme, the HKMC will provide guarantee coverage on 50%, 60% or 70% of the facility amount to eligible enterprises. With the Government's support, the HKMC introduced the time-limited Special Concessionary Measures under this Scheme on 31 May 2012 providing 80% guarantee protection to eligible loan facilities. The new 80% guarantee product is open for application until 28 February 2014.

Waiver of Business Registration Fees for One Year, effective 01 April 2012

(from 1 April 2012 to 31 March 2013)
The Financial Secretary proposed to waive the business registration fees for one year, starting from 1 April 2012.  The Government will introduce the relevant budget legislation into the Legislative Council as soon as possible to effect the proposal.
